No, it's not. It's indicictative of the value that blue states place in education and the money they spend.

Stop deflecting and at look at poverty in your beloved red states. Horrible, that's your republican dream of fiscal responsibility at work.
California, by the way, pays it's share, as opposed to all red states with an exception of Texas: this is the map of moo her states vs. contributor states. Note California as a provider. Yes, those high taxes that disgust you so much in liberal, blue states are funding souther laziness. You're welcome.

Education has demographic trends as well and is shown in every state tests.

Scoring from highest to lowest:
Asian-White-Hispanic-Black

There is a small gap between Asian and White scores but a huge gap between White and Hispanic/Black scores.
This even occurs in the "red and blue states". Politics doesn't matter..demographics do.

As the demographics change so will the scores.
Texas schools are majority Hispanic now and scores reflect the changing demographics.

I was refering to your little map that shows California contributing only slightly more than Montana, a state that takes in far less money than California.

Nevertheless, here goes the myth of conservative fiscal responsibility vs. liberal irresponsibility.

Blue states are pretty much caring the red states, with an exception of Texas of course. Too bad many of this contributor states are in fiscal dire straits, like California and Illinois. If only some of the money they contribute could stay in the state.... The civil war has been over for almost 200 years, can the red states cut the BS and get to work already???
