Attacked the U.S. or U.S. persons and properties on a number of occassions.

Sept 11, 2001 being the notable example.

The Taliban doesn't have centralized leadership. Why should we expect that talks with one group will sway another group? U.S. foreign policy under this President is as antithetical as it is pathetic.

It won't. We'll have to talk and pay each and every faction.
And if these guys are smart they'll be creating new factions every day in order to "make peace and $$$" with the US

Al-Qaeda does not have a country.

The context was regarding Al-Qaeda not the Taliban.
