Here is how Chicago operates.

1) Put the projects in out of the way areas, bordered on most sides by interstates, rail-lines and other barriers of egress.

2) Use self policing. Basically, you let the gangs run those areas and kill each other. If something egregious happens like some little girls get shot or if the death toll gets big enough to make the national media then you crack down. OR if the gangs cause trouble outside of their area like when they had a shootout at taste of Chicago a while back.

The Austin neighborhood has 60ish murders a year. Lincoln Park has maybe 1....and that's usually in the faaaaar western part of LP. That's INTENTIONAL urban planning and police operation.
Nimby's love this policy.

The only losers in this game of life, are the people who have to unfortunately deal with this sort of violence on a daily basis.

Yep. Obama was NO LONGER a "Chicago community organizer" when Chicago's murder rate IMPROVED. Let's get rid of Obama as POTUS, so the U.S. can likewise IMPROVE!

Pretty much. The nicer parts of Chicago are shockingly safe and the bad parts are just the opposite.

Here is the murder map for Austin:

(Note that the victims are almost all shot)

Here is the murder map for Lincoln Park:

Just let it sink in.....

He was a Senator, who obviously has far more influence than a 'community organizer'. You seem to have a tough time coping with the fact that murders dropped 40% while he an Illinois law-maker. Maybe you shouldn't make everything about Obama, because if you think about it, it is NOT about him.
