Let me repeat it to you: The whole point is that it is perfectly LEGAL to buy and sell guns at these events and there is no paperwork requirement for those who don't sell guns for living.
But the mentors need to come from the neighborhoods, or else they'll lack street cred. The communities know about the problems. They live in it. So why aren't they mentoring the young boys? Why are so many fathers in poor black communities absent?
It's great if the mentorship comes directly from the community, but anyone who is committed to assisting a child or young adult can serve as a mentor, irrespective of race, gender, religion or educational level.
In truth, I don't understand how any parent can willingly abandon their own flesh and blood, but I imagine that it's relatively easy for a person to do so, if they were abandoned as well. It's much easier to continue the cycle, and far more difficult to break it.

I said murders dropped 40% during his time in IL Senate. Is this too complicated for you? It's like you don't realize when you have lost.
The sad truth is that Chicago operates the way it does BY DESIGN.
Mayor Daley (the dad) even stonewalled MLK when he came to Chicago to protest the segregation.
Here is how Chicago operates.
1) Put the projects in out of the way areas, bordered on most sides by interstates, rail-lines and other barriers of egress.
2) Use self policing. Basically, you let the gangs run those areas and kill each other. If something egregious happens like some little girls get shot or if the death toll gets big enough to make the national media then you crack down. OR if the gangs cause trouble outside of their area like when they had a shootout at taste of Chicago a while back.
The Austin neighborhood has 60ish murders a year. Lincoln Park has maybe 1....and that's usually in the faaaaar western part of LP. That's INTENTIONAL urban planning and police operation.
