If we run every person who comes into the ER with these symptoms through every test looking for every disease in the world, people will be dying in the ER's due to two week waiting times.

In ****hole countries with bad hygiene, sanitation, and medical practices, the average Ebola patient infects 2 others. While it's possible this man infected others, the likelihood is that this man infected 0 people.
I think it's likely one or more of the people in that apartment will be diagnosed with Ebola. If this does not happen, a bigger question will be , why not?
The hospital and others will settle.
The family will move to a nice new McMansion and never have to think about working again.
And maybe even purse becoming citizens.

They did not stop those wheels while hundreds of Thousands die of the Flu every year so why would they for one that has killed exactly one person in the US. How many people were murdered yesterday, how many died in auto accidents, but hey, that is just a normal day and nothing to be concerned with.
And all the white taxpayers that funded his treatment.
Go ahead and sue, family. And as you walk out with your judgement, make sure and hand it over to those taxpayers to reimburse them for the treatment.
It's not going to be challenging to establish negligence as it relates to the initial misdiagnosis.
The claimants will likely recieve an award or settlement for damages, which are capped by state. The hospital's insurer is on the hook for this and likely the cost of medical treatment, too.
The real fun begins if Duncan managed to infect others.
As for the Spanish worker: I read that she did, upon removing her protective gear, touch her hand to her face, before disinfecting said hand (I don't understand this myself; I guess she used her bare hand to pull off, say, the remaining glove, and then touched her face).
There is no law against disinfecting your PPE before taking it off.
A non-noxious disinfectant would be a colloidal silver/vinegar shower and using colloidal silver hand soap.
Disinfect your gloves BEFORE you take them off; they're going to get disinfected somewhere along the line, it's a matter of sequence.
Nothing wrong with using non-toxic disinfectants on, and in, the patient, periodically, either.
