The US has certainly wasted enough money deciding what's best for other countries.

The Phillipines aren't a monolithic nation. They are a hodgepodge of various ethnic groups, cultures, and religions. Perhaps Duterte came from a part of the nation that was historically neglected by Manila.

His family split their time between Cebu region in the Visayans and the Davao region of on the eastern coast Mindanao, the Muslim region is in the west of Mindanao. While Visayans is the largest ethnic group. the capitol region and the main basis for the official language Filipino is that of the Tagalogs around Manila. His first language is Cebuano. As a Mayor and Representative Davao City is the third largest so it would be like the Mayor of Chicago rising to the US presidency.

He is still nominally Catholic but claims to be among those who were sexually abused by Catholic Priest. He has one testi-lie annulment and is separated from his second wife and currently lives with a girlfriend with who he has one child. His daughter carries the official First Lady responsibilities. He is pro government funding of birth control and all civil and marriage rights for the LGBT community. Half of his eight grandchildren are Muslim.
