Really don't understand how it would cost the State much money to run am insurance program. Sure if they had sponsor Healthcare to replace Medicaid, could be a brief transition regards to finances. However, it involve funds changing over course of 2 years to cover State I durable and would do away with blocks. Federal Government can distribute funds based off of individuals on medicaid the previous year in States.
Then the State probably not expensive can create a market of various insurances pooled together and create a database for individuals to enroll.
If you listen to GOP mouthpieces on various news media today Ryan et al are framing his dog of a plan as the best they can come up with under the rules of reconciliation. Their hope is that His Orangeness will lean on the senate and otherwise apply pressure so repealing other provisions of ACA can be done.
As stated from the beginning repealing Obamacare was going to be difficult because as with any other large piece of legislation the thing is entwined in so many parts of government. The only way to certainly remove all provisions would be to repeal the entire thing in total; this would include various taxes, fees, surcharges and legislation that is the foundation for rules and so forth. That simply is not going to happen because as of now it never would pass in the senate.
Simply put Ryan is in the same spot Mr. John Boehner found himself in; in some ways worse because the more conservative part of the House GOP caucus is more emboldened by the election of DT and what they see as a majority in senate.
Mr. Ryan was on news today claiming he does have (or will get) the votes to pass this bill out of the House in a few weeks. Let the cat herding begin! *LOL*
Speaker Ryan should watch his back, House GOP got rid of the previous speaker, can you just know a few are sharpening their knives again.

Will be interesting to see how His Orangeness plays this whole thing out; especially given his near manic desire to be "loved" and most importantly re-elected.
As things stand now this GOP plan will harm poor, working and middle class whites, along with the elderly. It will also not bring much relief to the poor/rust belt states that were crucial to DT winning WH.
But then again poor whites have long voted against their own interests so if they don't care what happens to them, why should anyone else? If that attitude holds in polling, then DT might well get onboard this train.
Obamacare is dying, all the insurance companies are leaving , it can't be fixed. Democrats have known this for years and never did anything to fix it. .... now they expect the Pubs to clean up their mess? .....lol
