i don't see that as much in the way of actual real reform. it doesn't cap rate increases at all. you might want to read this article:

That is not the case at all with me. IMO, either he listens to his top generals on what is needed to give our troops the best chance to win, or bring them home. I would respect Obama more for bringing the troops home than I would for not giving them what they need to be successful. If we bring the troops home, Afghanistan becomes a breeding ground for Al Qaeda. The money we would save by ending the war would need to be poured into securing our borders (something that has been overlooked by Dems and Reps for WAY too long), and increasing the amount of funding to the FBI and CIA for discovering and disrupting terrorist plots that we know will be hatched regularly.
