I think it's time New York City had their own team. The Giants and Jets play in New Jersey after all: the only football team that plays in NY State are the Buffalo Bills.

But they already do. They are called the NEW York Jets and the NEW YORK Giants. lol.
Amazed it keeps coming back, but then again, it's a pretty common subject, I guess.
Anyway, a few things have changed about my thoughts on NFL in certain teams since then. And honestly, I can only see about 3 or 4 cities on my original list that would even be close to making sense.
LA is the obvious choice. Second largest city in America not having a team in the most popular sports league is weird.
After that, I don't think there is anywhere that really "needs" one, but if they were going to expand or relocate I'd say maybe:
1. Louisville. Decent sized city with no pro sports in the entire state.
2. Va. Beach/Norfolk/Hampton Roads: Another relatively large metro. Virginia has no pro sports at all, but the state tends to support DC teams, so I'm not sure if this would fly with the Redskins.
3. Toronto maybe? Big city, supports MLB, NHL, and NBA teams.
4. Mexico City: We tend to look to Canada for north American expansion, but Mexico city is an absolutely huge market.
If they wanted to get really crazy, NFL could set up a new division in Europe: 4 teams in cities like London, Berlin, Madrid, Barcelona, Munich, Paris, etc.
