Knock San Antonio all you want it is still considered a prime location for an NFL team as mentioned by the Governor himself among others. And those old tired arguments tearing down San Antonio just do not hold any water anymore. There are more than enough people here who are more than capable of buying NFL tickets, trust me.
And if the number of poor people in a community is going to be used as a gauge as to whether a town can have an NFL team or not then the Texans should be yanked out of Houston immediately. Because the last time I checked just about everyone south of FM 1960 was poor. Trust me, I lived in Houston for five long years and if that toilet can have an NFL team I know San Antonio can.
I second bresilhac's POV - I went to basic at Lackland AFB and was at Kelly AFB for two years (I just dated myself lol), an San Antonio is a large, vibrant city with good sports fans. They are insane about the Spurs, and I imagine the support would be the same for an NFL team. Didn't the Saints v. Buffalo game at the Alamodome in 2005 (post Katrina) get a decent crowd?
And every city has its poor areas, trust me - I live in St. Louis.
Regardless of where the Jaguars go, if they go, the owner will have the NFL looking over his shoulder.
This economy is as bad as I've ever seen it. It's going to take a long time to get back where we were. The new city, be it by moving an existing team or an expansion team, will be looked at closely by the league. How is the economy now? How is the economy going to be 5 years from now? What is the unemployment rate right now? How varied is the economy?

Here's hoping that when the Kansas City Chiefs visit Arlington this year and play the Cowboys, they'll wear Dallas Texans uniforms and helmets.
Incidentally, as some people know, former Chiefs owner and AFL founder Lamar Hunt was from Dallas. He didn't want to move the Texans but it was inevitable that either the Texans or Cowboys would need to leave Dallas; both teams were hurting from the competition in a market that was nowhere big enough to support two teams at that time. Interestingly, Hunt actually had deeper pockets than original (and long-time) Cowboys owner Clint Murchison, but Hunt would have been hit heavily by taxes due to losses incurred by the Texans had Hunt kept the team in Dallas.
San Antonio would be the obvious choice. The town is crazy about football, has the required population base, plenty more potential fans within 100 miles and a robust economy. The Alamodome could easily be refurbished or another Dome built to league standards. To me it's a no brainer.
