The man does have PTSD yes. A poster say he may have developed the fetish as a way to relive his childhood in a loving way, due to the trauma of having been abused as a child. But the disorder that he is diagnosed with is PTSD, and was probably diagnosed well before he began acting on his fetish.

Infantilism, whatever its purpose, is not, unless it meets diagnostic criteria for a paraphilic disorder (most likely candidate in that case would be fetishistic disorder - F65.0, if you're into diagnostic codes, though in that case, there would have to be a sexual arousal component, which may or may not be present).
In any case, for the behavior or urges to meet criteria for a disorder, it must cause clinically significant distress or impairment in functioning. Fetishes (if this is even really a fetish) aren't necessarily indicative of disorder.
I'm not sure about the sexual fetish, but he is for sure affected by mental health disorder.
He used to work and pull down a salary. I don't think he should be getting disability payments. I think he has a sexual fetish and it's on the taxpayer to fund it. I saw his picture. I don't think you can know that from one documentary lol. The motive of the creators may have been to make you see them in a certain light.
