My guess is Zebulon is considered part of the Raleigh market so you should see the increase as well.

Zebulon is included, but the timing for rollout for each area isn't clear.

ETA - It looks like those few folks who reported they had MAXX speeds in Wake Forest and elsewhere were switched back to their previous tiers overnight so they may have been part of a test in preperation for next week. Heres to hoping!
That would be extremely cool! But, like others, I'll be switching to Google Fiber as soon as it's available!

Not MAXX, but still a ripple in the force...

TWC Business Class was down for hours this morning, so I went home to work for a couple of hours.
Came back, and it is up, and great.
I am on a 35/5 plan that has been 10% "over," @ 38.5/5.5 routinely.
Now:

I'm in North Raleigh and noticed a clear bump in TWC speed last month going from 45/5 to 60/6 (I have Ultimate). Other than that (which I'm pretty happy about) there's been no new increases.

East Cary here. I've got the Extreme plan, 30 down/5 up. I just reset my modem, and I'm seeing about a 20% improvement over the stated speeds:

There was a TW truck in the entrance to my apartment complex when I was coming home from work. About 30 minutes later my Internet briefly went out and came back on. I figured he might have been doing something related to the speed upgrades, but I don't have much change on my end.

On the 30/5 plan. Briefly spiked to 42/6 then dropped back to the usual 37/6. Easy Cary / West Raleigh
