Yes, that was the NC flag from 1861 until 1885. Its the same as the current flag, just with the blue and red areas reversed.
Interestingly, NC had no official state flag prior to 1861.
I'd also like to point out that the flag being discussed here is technically the Battle Flag of the Army of Northern Virginia. It was never formally adopted by the Confederate States of America, except as the chevron of the second and third national flags of the CSA. I occasionally fly the first national flag, which fortunately has never been co-opted by hate groups.
This is probably an over exaggerated statement, but I have a friend from SC who basically told me, "Yeah, it's pretty much a thing to have a Confederate flag on your front lawn in Columbia. Tons of people do it."
I lived just outside of Columbia in a little town called Irmo. Made some great friends in my time there but saw confederate flags on a daily basis everywhere. Including the state capitol.
My read on Confederate flags is that people use them 100% to say that they love the South rather than to say that they prefer slavery and oppression. I never interpret them to be anti-racial. These are persons who feel like the whole northern thing is being pushed down their throat and they want to be rebellious against their perceived injustices.
Lack of education or personal alienation is often the source of their attitude, and I feel bad for them.

I see them on trucks in JOCO and anytime there is a big country concert at Walnut Creek. The Jason Aldean show was packed with trucks full of teens and all the "fashionable" staples of popular southern living. Redneck chic is definitely the new black.lol
I don't see it here very often. It's definitely more visible in rural areas.
I saw this a lot more when I lived in Florida. There was/is a huge flag flying at the intersection of 2 major interstates in Tampa. It was also pretty common to see a truck pass on the highway that either had one flying or in the back window.

There is no Maryland/Pennsylvania line on I-95. Delaware goes between them for several miles. The flag you are probably thinking of is actually on the Maryland side of the Delaware/Maryland line of I-95 in Cecil County, Maryland. The same guy had a big "Flush Ehrlich" sign.
I've noticed a few flags flying off Highway 50 up around Falls Lake and Creedmoor, but that's kind of getting away from the Research Triangle (a little bit).

Haha! I'm talking about Northern Wake County, I'll occasionally see a few up there around Falls Lake. Definitely see more in that area than North Raleigh where I'm originally from. Tons in Granville County, too. That's one thing I've noticed driving from Raleigh up to Charlottesville, you see all the Confederate Flags in North Carolina but not so much in Virginia.
Oh! Thought of one I always see. If you drive on Highway 98 from Durham to Wake Forest, there's a house flying the North Carolina State Flag with the Confederate emblem right before the Highway 50 intersection. I think there are more flags flying in the yard, too. Very clear to see, right side of the road heading from Durham.
I'm not trying to make fun of people who fly the flag, but I think it's interesting that I rarely see them around Raleigh/Durham. Then again, I'm aware this area isn't the "Old South" it used to be. Even going to high school in Raleigh a few years back, no one was really hung up on "southern pride" and we didn't have any issues with Confederate Flags on t-shirts.
Come to Willow Spring, they have them on huge poles in front of their homes, maybe why I can't find a buyer for our home, so I can get out of NC lol
