I change my vote back to the "tunnel" under Wade Ave. behind Meredith College. It's longer than the Ligon Street tunnel and carries two-way traffic as well. Ligon Street tunnel is only one lane. Both are accessible to the public through a college campus.

Looks like they are considering two options at Ligon when they widen 440. Keep the one lane tunnel/“culvert” (well they’d extend it to accommodate the additional lanes on 440) or build a 2 lane bridge over 440 to replace the culvert. Not sure if a decision has been made.
The map says the city would prefer the bridge option- obviously that would cost more.
Two lanes, possibly three with a pedestrian lane. It's more "sizable" than the Ligon tunnel and longer. And it's no more Meredith-centric than Ligon Tunnel is NSCU-centric. That's my story and i'm sticking to it.
That tunnel under Ligon Street is used often to watch fairground fireworks. I was going to be a smart a** and say the Free Expression tunnel on campus.
I think the Ligon Tunnel is going away with the 440 widening project. There's a cemetery on the west side of 440 that seems to be the biggest factor in that alignment.
I believe there are pretty firm plans to connect West Street to S West Street in Downtown Raleigh. To get under both railroad tracks there will need to be a tunnel of about 450' in length. That's right beside the Clancy & Theys office site that Kane plans on developing as a 20 story tower. It's going to be a physically impressive area if they get both of those projects through.
Does anyone know what the building is at the end of the "Meredith" road after it goes under Wade Ave?
Not sure. The president’s residence is on the other sdw of the tunnel, but there are other buildings, too.
