Also I hope you have a copy of the inspection report and a bill for it. I would assume it has been paid and they are just asking you to pay them back. I would ask them for all paperwork pertaining to the request for payment.
On Long Island, the buyer pays for the home inspection. Guess it depends on where the property is located

Why wouldn't the buyer pay? The inspection is for YOU not the seller! It's not uncommon to receive a refund or a bill after a closing. Things are often rushed and shoved through the last second to get to a closing then they're audited after the closing.
I would say no, if they forgot to include it, they eat it. In a normal situation one inspects a home and pays for it, but this is a new build so it's different. Plus tell them that you have to see if your employer is willing to pay for it or not, that it was an error on their part for not including it.
I've owned 3 houses in 2 states including a custom build that was inspected. I ALWAYS paid out of pocket for MY inspection. It was NEVER dealt with at closing. I actually paid the inspector directly. The paperwork was sent to the bank if required after I made payment.
Good luck with ignoring a bill from a closing. Be sure to have an attorney on retainer and then make sure you have the funds to pay the attorney and the bill. You typically sign documents stating you are responsible for anything missed. 2 out of 3 of my closings I've had to either pay after the closing or received a refund. Just because you sign on the line doesn't mean it's 100% over. Nice try though.
Most of my transactions involving inspections have an option to discount if paid at the time of service or full price if paid through escrow...
At least this is my experience.
Too many inspection companies got burned when an Escrow failed to close...
