You are right. I think the "Inland Empire" is a stupid name to call the area. In fact it varies so much that there shouldn't be one name.

There are many areas that aren't very poor. Both Murrieta and Temecula have pretty high family incomes with some pretty luxurious mansions.

From my perspective, I think Suffolk County, New York—the eastern county of Long Island—would be a good comparison to the Inland Empire, in terms of distance, ambiguity, and culture. People there aren't going to say they're from New York City. They're not even going to say they're from the NYC area or from near New York City. They might not even like New York City, as it seems many people from the Inland Empire don't care for L.A.

But Suffolk County is still a part of the NYC metro area. It's still part of the New York City sphere of influence. And there is continuous development from the City all the way to the tip of Long Island in Montauk, just as there's continuous development from Downtown L.A. to Redlands and Yucaipa (and some might say, to Indio).
