With weather timing is everything. Always fasinating to see especially when there's a bigger event.

We got this weak coastal storm riding up the coast next few days, we have a front thats going to push across the U.S, and the timing of the front and/or trough that swings through will mean Dorian hitting the south east, riding up the coast, or curving OTS much sooner.

It's not so bad is it? Are 19ºC highs that rare in summer over there?

It could be worse
For example Viana do Castelo, at 42ºN latitude by the sea, hasn't reached 25ºC/76F since July 9th

Definitely rare, I don't mind it, our lows rarely went below 20°C for weeks.

Now that I look at it, wow, it is rare..

The lowest the max temp was this year July was 76°F until today.

The lowest it ever was is 63°. We were at 66° today.

Northern CT was 18 below normal today with the High

Last time Windsor Locks, CT(BDL) was at least 18 degrees below normal with the High was June 13th. Was 59° when normal was 79°

High of only 71 F/22 C today...it was in the 60s for most of the day. Overcast too. Finally a much deserved break from the heat and relentless sun.

I'll point that while the high was way below normal, the low was only slightly below normal. Thick clouds kept the afternoon from warming as well as an easterly air flow?
