If the person was that cheap and had the option of not participating, he/she should have not participated. I wonder what kind of gift he got for himself? Seems like some people play this game of "let me see if I can get a better gift than the one that I give".

HA! I can totally see people playing that game. I think I lucked out with a number of good gifts in a row through the years that this one hit me like a brick wall. Luck of the draw, I guess that's part of the fun of Secret Santa anyway. I still have to buy my Secret Santa gift and I'm totally perplexed.
You really shouldn't feel bad for getting upset and hardly need to "get over yourself". You have every right to be upset. The person who cheaped out is the one who should be feeling bad. Hope word gets around and the leech is not allowed to participate in future exchanges.
OP, you are not a "brat" for feeling the way you do, but it probably was a mistake to vent to your co-workers. I had the same thing happen to me, only my $20 gift was literally a shoebox with some hotel shampoos in it. I was so stunned when I opened it but said nothing. However, my co-workers who were around loudly proclaimed how tacky that was so the person knew how cheap they had been. Oh, and that person too had plenty of money for everything else, was just cheap and hoping to get something more than what they gave.
I realize Secret Santa is something that most people loathe, but my office generally enjoys it and people get each other nice stuff. The limit is 20 bux or so. Today I found my gift at my desk and it was...

I once got 3 pair of socks. At the lunch, some said "Boy that's a cheap gift"..I then went on how great they were, how they'd be great for winter wear and how they matched three of my outfits.
I didn't lie one bit. I actually NEEDED some socks....this was perfect timing....Whoever gave them felt great....That's what was important.
