Over-crowding, poverty, food shortage, bad government, maybe war and terrorism: the entire African continent, most of Indo-China, the middle east, most of the Asian countries, all of the huge landmass of Russia, almost all the Caribbean countries, the northern countries in South America and all of Central America.....

I would take many of the Asian countries out of that group. There is an air of optimism in most of Asia because of the great improvement in their living conditions seen in one generation.
That entirely depends upon how much money you have. If you have plenty of income, you can't beat the USA.
The southeastern part of France is lovely, but it always feels like the country is broken. I suppose a lot of money would smooth the way.
Italy really feels broken. I would find that frustrating. Italy is also crowded and a bit dangerous if you have a lot of money and risk the national business of kidnapping for ransom.
Spain, I don't know too much about, except that the weather can be really hot and there are some lovely beaches. If you are lower income, the cost of living in some areas of Spain is lower.
If you really are lower income, the best places to live would be a few of the Asian countries and several of the South American countries: Chile, Uruguay, Peru. Good quality of life, good medical available, lower cost of living.
As an outsider I think America gives more signs of being a broken society. Dog eat dog society where money appears ever to be the only value. France is you are right lovely, but its usual belligerent self, very far from broken, chaotic in parts, arguementive certainly, but broken never.

Not quite. While The West has witnessed some decline and growing inequity due to poor policy and globalisation, other parts of the world, or sections of have benefitted.
Asia would be the prime example. It has come at a cost of course, with growing pollution and clogged city roads, western type ill health growing in the form of cancer and diabetes and the like, big changes to social structures and family unit, but rapid growth none the less.
There is something despite apparent success all is not right not lacking it.
