If the OP received his invitation verbally, rather than in writing, this could turn out to be a case of misinterpreting what was heard. Imagine the OP's surprised reaction upon arrival...
This person is complaining about the expenditure involved with a new library:
"I think the city should take a step back and ask if a new library is really what we need. We are far less dependant on paper books, magazines, neewspapers in print form. We also do not need to build a new building in the spot that was selected. Spend our money wisely!
