Has the casual definition really been used for that long? It's hard to overlook the "deci-" portion. Given its popularity, I'll have to get used to it...
It gets even more complicated - you don't use decimated when referring to any fractional portion other than 10%. For example, you don't say "Fifty percent of the neighborhood was decimated." How's that for illogical logic?

Yes, that's what I thought was the correct definition and usage of decimated! One-tenth seemed oddly specific but an informal Internet query suggested a couple of plausible word origins.
If I use decimated in colloquial speech, I will take care to avoid combining it with numbers in the same sentence.

This is new terminology as far as I am concerned.
I've never heard that before. I just perused an online store which sold underwear and innerwear. The innerwear collection consisted of shirts and leggings which are meant to be layered. The underwear collection was all panties.
