I've read the studies like I'm sure you have, but I don't think this is always the case in the real world. I was at a planning meeting last week where a planner tried to say this in regard to a street they narrowed on purpose and a street that recently became a primary parking area. Both of these streets are near schools, so traffic speed was extra important. Someone there knew there had been some data collected on these two situations and traffic had not slowed down, and forced planning to produce it. One resident even said that she just prays every time it gets tight and hope nobody gets hit.

Some places it slows traffic and other places it doesn't. We need to spend more time and energy understanding the nuances of traffic calming.

In some places parking in front of a man's house will get you in a world of trouble.
