I wouldn't say no one is claiming that, but I think you're right in that most of us here understand that congestion would not go away even with amazing transit (look at New York, Chicago, London, etc.).

To answer the other's confusion about the 'obsession': Atlanta is a large metro, with natural features that neither naturally limit sprawl nor allow for large grid systems of roads. We have not invested in alternative methods of transportation on a large scale in a decade and a half (minus the streetcar and bike lanes and BeltLine and such).

Traffic is getting worse, and we're set to just keep growing. Something needs to be done (and to an extent is getting done), and the lack of action has built up a LOT of frustration, that manifests as an 'obsession' with transit here.

Sure there are tons of other factors, but that's the gist of it.
