I think it's time to pass the torch to someone else who can. Plenty of other great cities out there that haven't had the opportunity to do it even once.
It's one of the only two major cities in USA to host it. It hosted it twice and Atlanta did once.
A joint venture between Seattle and Vancouver to host would be nice. Binational is a nice ol' theme, plenty of places to venues to host between the two of them, beautiful natural environment all around and amazing summer weather. Vancouver's mass transit is already amazing, while Seattle's is steadily improving. It could also help spur the development of the a high speed cascadia line.

based on the temps in the last winter Olympics Vancouver may be a good summer locale

That actually is something that is being explored, and a bid might actually be placed.
I'm actually sort of reluctant about the dual-hosting between Seattle and Vancouver for sort of a selfish reason: It just won't be as special for Seattle if Vancouver gets it also, especially because Vancouver's had them already and because of the general rivalry between the two cities. I'm sure there are some Vancouverites who feel the same way.
Definitely not New York or Chicago because then they'd be even more prone to a terrorist attack. And there'd be too many people - too crowded.
I'd say Seattle or Boston. Weather is nice there in the summer. Maybe San Fran as well.
