What I meant is that the percentage of commuters from the Philadelphia MSA to the New York MSA is probably less than 1%-and that's correct if we are to believe the census bureau.
Mercer County is an anomoly and the commuter numbers confirm that. Every other counties from NY send more than a very miniscule number of workers to Metro Philadelphia.
Anyway, China has the luxury of just doing things at will:
there have been lots of talk about NY and Philly because the topic includes NY.
we have not heard a lot about the other proposed changes from the last census, such as SJ -SF and Oakland; Baltimore and DC etc

they are pretty close but just north of the Wisconsin border there is a decent stretch of nothing
Not really. Maybe at I-94, but not 8 miles over towards the lakeshore. It's pretty solid development from Chicago through Kenosha along the lake, then there's about 1 mile of not a whole lot between Kenosha and Racine, and then about 2 miles of sparse development from Racine to the south burbs of Milwaukee. There's quite a lot of housing developments going up throughout that entire area though. Or at least were/will be when things pick back up again. That would bring Chicago+Milwaukee urban area to right around 10,000,000.
People are talking about Philly trying to boost themselves up by latching themselves on to NYC but what they fail to realize is its the exact opposite. NYC ( although it doesnt need t) may be trying to boost itslef up by consolidating with the Phila mero area. The LA metro area isnt too far from gaining on NYC otherwise...
^ Or nobody could be trying to boost anybody, rather people are just spreading out all over the place between these two cities and it's becoming increasingly difficult to tell where the dividing line between the two metropoli is any longer.

My thinking is along the same line as yours. Except I'm thinking more international. In order for NYC to look almost as decent as say Tokyo, the Pearl thing in China, Sao Paulo, etc., it swallows Phily for boosting rights. Congrats Phily, after being dumped on by NYC it finally realizes it needs you.
