I stayed in the Marriott in San Fran and they had a nice little lounge that with a decent (but expensive) menu. Great views for my first time in the city. Charlotte has one as well. Now that I think about it, John Starks is correct. Tons of cities have it, but they are definitely great for a architecture lover like myself.
There used to be one in northern Kentucky across the river from downtown Cincinnati. The Ren Cen in Detroit had one - don't know if it's still there. One of the hotels in downtown Toledo, Ohio had a rooftop restaurant a few years back when I was there.

In addition, there is the Whiskey Bar at W Midtown and Whiskey Blue at W Buckhead.
Oklahoma City will be adding one with the opening of the new Devon Energy Tower sometime next year. A restaurant is planned for the top floor, which I think is something like 51 or 52 floors. No details, other than there will be an upscale restaurant, have been announced yet. Also on top of the Chase building (36 floors, I think) there is the Petroleum Club, and while private, is a very nice restaurant.
Bentley's on 27 in Charlotte. There is currently another one under construction near the convention center (hotel/condo/roof top restaurant trio). IMO, most cities medium to large sized have them.
