Good luck with gentrifying the "hoods" of Philadelphia. There are a lot of them and they are spiraling in the bowl.

Funny thing I noticed Houston has never suffered a popluation decline even after it had its bust in the 80's

That IS funny! Houston also is a fairly new city, in terms of being a major city, that is. So while other cities were in decline due to the decline of the manufacturing industry, Houston was just becoming a major city.

Like ALL cities, Houston will slow down and/or eventually decline some day, just as it will rejouvinate and boom again. If you believe as I do and that people mimick nature and life in general, you'll believe that the expansion/collapse of things like stars and solar systems can be applied to any growing thing, like cities.

I think DALLAS is more likely the city that will compete with Chicago.

Yes, but only by metro. City-wise it just can't keep up with Chicago or even Houston due to land. It will continue to grow and get dense no doubt, but it just doesn't have the room for a booming population growth like it's suburbs do.
