If you dont consider 6 kids shot in one weekend random victims then I dont know what else to say. And Yes, I know this doesnt happen every weekend, but happens enough. Glad that you are comparing to the days of the crack epidemic, a real nice example to base everything on.

Sometimes some people in these neighborhood get a stray bullet and that is very unfortunate. In the case of kids, if you know anything about gang structure, you'd know that gangs recruit young kids, often times under the age of 10 or 12 years old to do stuff for them. So it's not what it seems sometimes. 45 shot in one weekend doesn't happen "enough" - it happens a few times a year when it first gets nice out. It's unfortunate that the **** happens but most of the city is actually safe and anybody who's visited the city or lives there would know this.
I can compare it to the days of the crack epidemic because it's still less. Again, the crime rate is the lowest it's been since the early 70s. Here's a study done by an Associate Professor at Yale about it this very thing:
