Heroin and pain pill are running rampant in Baltimore, all those protesters took all the pain pills from the CVS's during the riot. I will not be shocked if Baltimore has the highest crime rate for murder in the country this year, way worse than New Orleans, Chicago and Detroit per capita at this point.

Chicago's per capita murder rate actually hasn't been that high since the mid 90's. All throughout the 2000's it's only been a little bit above average, its figures largely distorted by the warzone like hoods on the south and west side. Downtown and northern Chicago is just as safe as any other large city, possibly even safer since Chicago works hard to preserve a crime free view of the city to its many tourists.
Regarding Baltimore I've read that things have only gotten worse after the Freddie Gray case because cops are no longer pursuing suspects, no longer using the methods they used before to crack down on violent crime. Cops are scared to be cops in Baltimore and they're giving criminals more leeway than they ever have before. Cops are scared to do their job in Baltimore, they don't want to be indicted and sent to prison.

Except for the salary, of course. An officer on the job for five years gets 60K plus benefits and overtime. Rather than find a safer job, police stay for the money. Otherwise, you'd see people leaving police departments left and right. If they actually enjoyed their jobs, then it could be assumed they would do it better and wouldn't have a fear of being indicted or shot.
Philadelphia is at 112, same as last year and is headed for one of the lowest rates since it has been recorded. Philly's crime has really gone down dramatically in recent years.
Cincinnati is at 39 for the year. Not sure of 2014's YTD but since the city finished with 66 in 2014, this year appears to be on the same pace, if not slightly ahead.

If June ended with 39 murders, I suspect Cincinnati might end the year with 78 murders.
