Hannibal... it's more a prosperous town and seems like a better fit for me culturally as a native midwesterner. I also prefer its regional location with it being an hour and a half from St. Louis, Columbia, and Springfield, IL.
Akron, OH or Dayton, OH?
Dayton: "Where the Future Took Off." Lovely mid-sized city, nicely situated, deserves a better hand than it's been dealt of late. Convenient to several other cities for day trips (indy, Columbus, Cincinnati) as well.
Maryland. Much prefer the Baltimore-Washington area (although Columbia wouldn't be among my top choices in that region) over a major college town in Missouri.
Huntsville seems like an OK place, maybe a bit nicer and healthier for its size, but doesn't really stand out much for me in any way. Tulsa is intriguing...artsy reputation, low COL..I'd like to give it a shot. Would apply for Tulsa Remote program as well.

Burlington, VT vs Tempe, AZ
Burlington... seems like a nice little city with a nice downtown area.... has the U of V for athletic and cultural events..... Lake Champlain... and great fall scenery abound in the area.
