I like CA, but given that city-pair choice, I'd select Tucson.
Tucson gets hot, but PS gets insanely hot.
Quite a few people I knew in my early San Francisco years
are in PS now... I don't know why.
Of course, there's a lot within a two-hour radius of PS --
Mt San Jacinto, Mt San Gorgonio, LA, San Diego...
But as far as I can tell, the only appealing thing about PS itself
is the collection of Mid-Mod buildings. That makes it worth a visit,
but not a place I'd live, and have to put up with infernal heat for several months a year.
OTOH, Tucson has the most attractive natural surroundings of the major desert cities, IMO.

Two small Northwest cities:
Grants Pass, Oregon or Wenatchee, Washington?
Love Grants Pass. Always just feel relaxed whenever I pass through there. Maybe "it's the climate", as they say, but the scenery is also gorgeous (even by PNW standards) and I like the bear statues all around the downtown.
Wenatchee is kinda blah. Probably my least favorite MSA in Washington. Nothing particularly bad about it, just generic and the riverfront area feels neglected and unfinished. Not much in the way of decent restaurants.

Spokane, WA or Ann Arbor, MI?
Ann Arbor. Spokane is way way way too isolated. Having a flagship campus in town, Ann Arbor has all of the advantages that come with a Major Public University. Its easy driving distance to Detroit and other cities. Not too far from Great Lakes and beachfront communities. I'd pretty sure I would like the climate in Michigan better than Eastern Washington.

Flagstaff because I have been there and found a lot to enjoy.
In fact, if I were going to live anywhere east of the Mississippi,
I might choose Western North Carolina...
for the landscapes and the climate, and to study the history.

Montpelier - more of a scenic setting in a beautiful mountain valley, close to Stowe and other ski areas, good food (home to New England Culinary Institute), charming downtown to walk around sometimes has street performers and a lively farmers market, easy drive to Burlington and Montreal. Concord is generic, not a great downtown, kinda blah as far as New England cities go. Size isn't everything in a pairing like this.
