A suburb is a place that is mostly residential where the people who live there primarily work outside the city limits, usually in a larger city nearby.
That isnt the case of Oakland at all. Oakland is Oaklanders biggest place of employment. Oakland has its own sports teams, its own international airport, its own massive port, its own vibrant walkable neighborhoods, its own restaurant scene, its own arts scene, its own nightlife, its own busy downtown and its own widereaching transportation system and so on.

IMO, Oakland city proper could give Atlanta city proper a run for the money as to which is denser and feels more like a city.

If Oakland is a suburb, Atlanta is a SUPER suburb. lol.
San Francisco/Oakland/San Jose is analogous to:
NYC/Newark/Jersey City
DC/Baltimore
Dallas/Ft Worth
Minneapolis/St. Paul
All of which are cities in their own right.

A place can be urban and still be a suburb(maybe not in the traditional 21st century way your thinking of).
Oakland is a suburb of SF, the way that Brooklyn always has been and always will be a suburb of Manhatten, albeit one of the oldest and most urbanized in the world. The drawn boundries of a city are useless. Suburb is not a dirty word.

At the same time, I wish that Oakland(I am a die-hard Oaklander btw) had the sort of investment that Atlanta has seen in the past decade. I love how Atlanta has infilled...its really remarkable.

Its longstanding relationship with SF.
SF basically fathered Oakland, and now Oakland is all grown up, but still a child of SF from a cultural and traditional stand point.
I'm not implying that its infrastructure is under-developed
and 7K for an independent city is a little suspect, especially since its neighbor is the second densest place in the U.S.
