Criminal cops and their shills think they are above the law. If it wasn't for the video evidence, this criminal cop would certainly have walked. He might still walk. The justice system is really a big happy family of judges, prosecutors and police working together.

You left out juries, grand juries, federal courts, The Supreme Court, defense lawyers, constitutional lawyers, and the voters, which all serve to place limits and checks on the above

In most states, voters vote for some or all - district attorneys, sheriff, city & county councils that hire police chiefs, and many local and state judge positions are elected.

You might have stayed awake during social studies/civics in high school.

With the exception of juries, grand juries, and voters, the rest that you named are all being paid by the corrupt system. They aren't going to bite the hand that feeds them.

The purpose of democracy is to maintain the status quo. Voters aren't going to change anything.
