They are upset with the rising numbers. People are trading one addiction for another and when it comes to our kids; they worry and want something done.
Less people smoking cigarettes is a bad thing for govt, since they rely on the revenue from the sin taxes on tobacco, its interesting they would be concerned with kids being the target of marketing, of course they are targeted, 12-15 is when majority of people start smoking or using tobacco products, Why would govt bite the hand that feeds them?
In that case, why have so many states and municipalities raised their tobacco age to 21?
Thats a good question, I have no idea, its definitely not in the best interest of the company or the govt, so...?
Maybe they are hoping this kickstarts a black market for cigarettes...who knows? There is ALOT of money to be made from the under 21 age groups with cigarettes and other tobacco products....'someone' WILL step up to meet the demand imo.

I think you have to be cynical even beyond the skewed (screwed) norms of this era to assume states would keep tobacco age at 18 for the added tax revenue.
Mostly because the age limit is a weak barrier against age of first use and addiction anyway.

Don't shoot the messenger! The FDA made the statement that they will take measures if the numbers of teen users does not hold or drop. Vaping is not a candy store for our young and that is the way the FDA sees our current direction. If something isn't done; they will do it for the industry.
That statement was like a warning letter the FDA will issue to a pharmaceutical company. If the company cooperates on it's own and corrects the problem; the FDA will step back. If they do not the FDA will step in and take action. Nobody really wants the FDA to force them to do anything; it is much easier to comply.
