The percentage of high school seniors who used e-cigarettes in the last 30 days nearly doubled to 20.9 percent from last year, results of a survey released by the National Institute on Drug Abuse showed.
The increase in vaping by 10th and 12th graders was the largest year-over-year jump for any substance ever measured by the survey, which started 44 years ago.
The annual survey, which also measures use of other substances including marijuana, alcohol and opioids, questioned more than 44,000 students from 8th, 10th and 12th grades in U.S. public and private schools.

Honestly, if you're stuck on that point, understanding is going to be a long ways down the road. Kids of surprisingly young ages have had expensive stuff - shoes, jackets, iPods, smartphones, drugs, e-cigs - for quite a long time.
They are a surprisingly wealthy demographic, and one prone to brand shaping and peer pressure, so there should be absolutely no surprise that marketers target the hell out of them.

Altria already has e-cig products, and massive experience at marketing smoking products. However, their vape stuff was developed for and is sold to an adult market, no gimmicks and shiny toys. But the adult market is small in overall scale.
Juul's entire value is in its penetration of and appeal to the youth/underage market, which was achieved by skirting the rules on marketing and sales control of tobacco products. But my goodness, they've taken their hand slaps for that, haven't they. (And yes, they have an adult following, too, but it's not their focus.)
So now Altria has a developed, turnkey youth-market product line and brands, which they can back with their enormous marketing expertise and budget, and their hands are clean as to how that brand was developed.

They shut them down when they bought a stake in Juul. And most of their experience was in how to fail at all levels. They weren't popular because, well, they weren't very good, were over priced, and almost nobody likes tobacco flavors. Altria did eventually figure that out and started offering some kidde flavors too but it took them a long time.
What Altria has experience doing is fighting government and lobbying, both things Juul desperately needs right now.

I'm still shocked by all the hypocrisy that continues to bash and regulate smoking and doesn't just make it illegal altogether. Stop the insanity and ban it already.
Hey, I heard that cocaine, heroine and meth have been banned in the USA, but it's still being used and people are still dying from overdoses..... Just saying, banning does nothing but create black markets, gangs, crime, violence and death. Better off just letting the things be legal in the long run.
