I believe that many American Blacks do not have an overwhelming desire to travel to Russia because of the familiarity of brutal racism unlike Africans and other ethnic minorities there
Again - no denial about it; Blacks are not wanted there and are not welcomed at this particular historic period in Russia.
Even back in Soviet times, though, they had to put up with everyday run-of-the-mill racism from the public. Ideology is one thing. Individual human failings and prejudice are another.

Here is the question. How does a Black tourist stay safe in Russia if he/she wants to travel to Russia? For me, money is not the main issue.
One way is to hire an interpreter/guide to travel with you. Or to go in a tour group. But it depends on what part of Russia you're visiting. There are no problems in most of Siberia and the Russian Far East, for example.
Stay in the central part of the city, walk the streets when there are plenty of people around and DO NOT ride the metro ( subway) in the evening.
