So in reality, it would be medical professionals gathered around a map of Russia. So that's mainly what tips you off to the fact that it's a joke, a cartoon. It's also about the cliche nature of the image. As Scrat said, it looks like something from WWII imagery.
And one could also say, that for fighting a virus, it's overdone, exaggerated. Or maybe not. That, too, gives it a sort of pointed message. He posted that in response to my question about what Russia is doing about the virus issue, so that, too, makes it funny.
No, I don't see anything ironic about it at this point to be honest.
They ( Putin and Co) are not interested in the slightest in the spread of this virus ( it will hit the economy too hard,) so they definitely keep on monitoring the situation and take the clues from all kind of sources I bet.
You don't see anything ironic, about a President who long ago took control of the TV media (and of, it naturally follows, their content) issuing declarations about what is "objective information" and what isn't? Why would anyone believe anything he's trying to feed to the public? It's like the Central Committee commissar of propaganda telling the citizenry that the messages his department produces are "objective information".

I think it's about everybody trying to look like everything is going well by standing around a map and looking important when in fact it's a debacle. I've seen pics like that from both German and Soviet wartime propaganda.
Have no idea, but from what Maxim mentioned earlier (I checked with Russian sites too,) they've sent some "heavy duty" specialists there; people with big previous experience of fighting the outbreaks elsewhere.
( They are all part of the Russian Army. ( I think everything what's serious in Russia and requires attention is done through the Army. In fact I was surprised to discover back in time, when people that sounded the brightest on Russian forums, acknowledged that they were in the army ( at least in the past.)
I always thought before that Russian army was the place for people that can only take orders and not think for themselves))) )
So what I see here, is those army guys ( both Russians and an Italian) are looking at the map and apparently designing some plan.

Ruth, the media is NOT as tightly controlled over there, as one might think; there is Youtube with different channels and, interestingly enough, even on my favorite "60 minutes" they allow the "dissenters" to have their voice.
So part of public believes the "Channel 1" news, the other part that doesn't, still can find the alternative sources of information.
I suspect that this particular virus has something to do with the genetic make-up of people, not just "different strands" of the disease.
I wonder if cold weather is a factor in it's spread. There could also be population density factors at play too. The Chinese live on each other's heads. Russians don't.

I think if anything, the humidity ( the level of it) plays part, but that's not enough.

But I think I kinda addressed it inadvertently in my other post already.
That Russians don't take things seriously/in organized manner too much in their daily lives.
But when they do, it all goes through the military, it's a big "organizational center."
So the Russian military ( traditionally so) likes to attract "the best and the brightest," because when things get serious, they want to have these people in charge of the situation.
That's kinda my conclusion.

I think it's been referred to as the "state verticle" or just the "state" in some instances. I think Peter The Great started it. It has advantages and disadvantages. Your criticism of the way China handled the outbreak may not be invalid because China uses "state" type of system. Perhaps it could have been done in a more efficient/timely manner but I don't think we'll ever know for sure.

On thinking further there's not a lot of bacteria which can withstand freezing. Bacteria have cell membranes which burst if the water freezes inside the.cell. Or at least most do. Viruses don't have membranes.
No I haven't listened to any of his videos in awhile because I know what is going to be said, the whole tired schpeel. The one you posted I managed to get halfway through. What's the point?
The Chinese are going to do what they are going to do. The government there DOES NOT have an interest in the deaths of 10s of millions of people there. The government does not have an interest in a second round of this crap. There are foreigners bringing the virus back with them, is this a lie? Are they distorting the picture? I wonder about the translations, does it really specifically foreigners? Or is it referring to foreign travelers? I've heard both referenced.
Concerning words, translation and propaganda in these situations and our knowledge of what routinely happens concerning Russia we both know that the message we get is often times not the best.
I was watching some of his videos long before this virus popped up in a picture.
As I've said - I found his videos very interesting and educational.
Things like when people for example were asking him "are you planning to buy any real estate in China? If no, why not."
Not that I was ever planning to "buy real estate in China," lol ( that wouldn't be a country on my list even to visit,) but the answers that he was giving were so insightful, while he was "showing around."
As a person who spent a lot of time in China living among the "locals" and knowing their language and traditions - no, I didn't expect any "tired schpeels" from Serpentza - far away from it. Au contraire -
