On the Russian side, the capability is definitely there but the project will take time to be implemented, it has to make financial sense.
They are also focusing on new Venus missions.

Ahh yes, the great Russian planning at play. Wow we are amazed at the achievements of all this planning. Venera D was supposed to be launched 8 years ago. What happened? Wasn't important enough for the rich and advanced Russian state to do it then?

Moon station with China?

Of course, when Russia is shown to be what it is, bring up Ukraine since that is Russia's true comparable country... not anything close to an equal of the USA.

I remember not too long ago the head of Roscosmos mentioning that he wanted to send a rover to Venus. Getting humans to another celestial object is something else though, especially if the end goal is to establish a permanent presence.

It may very well happen at some point. It’s too early to tell whether it will amount to anything substantial or not. I was going through Space Reddit and some Russians have also expressed their scepticism towards the project. One guy said that Rogozen was an incompetent fool who didn’t have the right qualifications to lead Roscosmos.

The Ukrainian space program is especially impressive.

This is not entirely true. He receives a lot of criticism for his silly speeches, but Roscosmos has some successes that have occurred under his leadership (2.5 years of trouble-free launches, a new heavy rocket, a new large scientific module for the ISS, a new cosmodrome, etc.).

Obviously these missions take years to implement and are not child play but Russia has the building blocks to attempt one, this is what I meant to say....actually quite more than China.
