In Siberia there's not a lot of roads so they use small ships for transport in the summer and when the land freezes they use ice roads. That's a flooded river and the driver probably knows it. You have to maintain highways, not rivers.
I am keeping my eye on Donbass negotiations - looks like Putin is loosing his patience and he is basically cornering Zelensky with decision whether he is going to fulfill the legal part of the Minsk agreement - that is to proscribe special status for Donbass in Ukrainian constitution or not.
Zelensky answered that no one can talk to him like this, because he is a president of a "sovereign state" ( rotflmao,) but I guess Putin is not willing to come to any international meting any longer, unless this specific question is going to be answered.

Considering i read that Putin will be president for next 16 years I assume he is dictator. From the history i learned about Russia in high school, i honestly do not see much difference between what is going on there in the 80's,90's and now. It appear that it's all government controlled, and government does what it wants. I guess it wasn't as open at that time as now but still it do not appear government change much.
You are missing a period in there, the 1st decade or so of the 2000's. That was the glory period of Russia with increasing investment, some policy changes, high energy prices and more. There were a lot of changes inside Russia in the past 4 decades, each with their own unique set of circumstances. Government control of the economy is now greater than it has been since the USSR collapsed.
It's also becoming more like the 80s in other ways including openness. The vast majority of Russians will never see the west as they have to go through some difficult processes (both internal and external) to visit and outbound tourism has dropped in the past six years. State run TV is back with similar depictions as the 80s (showing how good it is in Russia and how bad it is in western countries) and updated for the internet we have state sponsored video blogs for example. A compliant press dutifully reports increasing grain harvests. They are always just about to launch a game changing technological achievement that gets shown off but never really turns out the way they said.

With exception of current US president, is US/Russia back at cold war status? Being Russia now controls exit like they did before, does it mean that Russian citizens also can't visit other former USSR republics?
