A term which has very different parameters here.

But one which can and has been defined by law. And you can be jailed or fined for violating it.

I do not think women should be forced to "cover up" but there is one area where some women need to readjust their thinking about how they dress: the office.

For example if the weather is cool and you are going to wear an above-the-knee dress with high heels, please also wear pantyhose.

At the office, nobody wants to see your bra straps. Or at least us women do not! It's fine if the neckline of your top shifts and one accidentally peeps out, we have all been there, but do not wear an off-the-shoulder top to the office. Ever. Especially if you are one of those women who whine about not being taken seriously.

If there is a lech in your group who likes to stare, why would you continue to wear extremely form-fitting clothing, knowing that lech is going to stare and make you uncomfortable? Adapt your dress and complain to HR, but a lech is a lech. They are going to stare. Until they get canned for being disgusting, they will continue to stare at you.

Nobody wants to see your muffin top, your lower back tattoo, your cleavage, or your belly button. All of those should remain mysterious to people you work with.

Men, do not think you are getting off here. If you are wearing a sweater over a t-shirt and are considering taking it off, tuck your t-shirt in before you do. Nobody wants to see your hairy belly or your man boobs.

Men, I know this is a double-standard, but when it's warm outside and we ladies with pretty feet are wearing sandals, that does not mean that you can also show off your hairy hobbit feet with the yellow ridgy toenails. If we have to suffer through heels and pantyhose, you have to suffer with neckties and closed-toe shoes. Deal with it.

Both sexes: Sweat stains. If your clothing has sweat stains, do not wear that to the office. It looks disgusting.

Both sexes: Perfume/cologne. Do not bathe in it. Please spare a thought for the rest of us, who may not think that Joop!, CK One, or J-Lo's latest fragrance smell nice, especially when our nostrils are constantly filled with those fragrances. BUT...please remember to apply deodorant every day!

Thanks for letting me get that off my chest!

Yes and sometimes by being arrested under these laws you can actually change them.

Annette Kellerman was famous for her advocacy of the right of women to wear a one-piece bathing suit, which was a controversial topic in the early 20th century.
In the early 1900s, women were expected to wear cumbersome dress and pantaloon combinations when swimming. In 1907, at the height of her popularity, Kellerman was arrested on a Boston beach for indecency - she was wearing one of her fitted one-piece costumes.

Annette Kellerman - Wikipedia, the free encyclopedia

What constitutes public indecency has changed over the years and it will keep changing. These things are not static.
BUT one can only hope they don't head back into the dark ages like much of the Islamic world. (Where I might add you can be subject to state sanctioned sexual assault if it is suspected you're wearing a bra )

Backlash...I don't have a daughter but many 30 somethings grew up with repressed fathers..omg I can remember wearing a VERY conservative t-shirt with my name on it at a local carnival and a crude fireman yelling (I was 15) how hot it was- actually he was a lot cruder but I won't elaborate...imo girls can dress how they want....we deal with enough bs anyway....
