I know it's merely state law, but why do some states require a front and rear license plate and others don't? Does Illinois have a huge leg up on Indiana when it comes to identifying cars due to their having a front license plate? Is North Carolina lagging behind Virginia? Really, why do some states require this and others don't? I'm pretty happy with rear only license plates, the ones on the front tend to look unsightly in my opinion.

I guess I can see that in 2015, but most of these states have required front and rear license plates since the 1980's, far before such revenue generating tactics were in place.
Virginians have taken it to heart and use their license plates to personalize their cars. Many of the vanity plates I've seen (and I've seen a lot) are wonderful.
I was told many years ago that it was due to steel shortages during WWII. During the war, all states were asked to go with one plate to conserve material for the war effort. After the war ended, most states went back to 2 plates, some stayed with 1.
I think every country in the world requires both front and rear, except the USA and Canada. Strategic wartime shortage of metals probably led to most states abolishing the front plate during WWII, a time when nearly every state issued a new plate every year, and tradition then took over to keep policies in place. One-plate usage became a southern thing, and southern state like to stick together.
Illinois even made plates for a few WWII years out of a pressed fiber-board, to reduce civilian use of metals.

It helps give them an ideal spot to bounce lasers for quick and accurate speed traps.
Now with LPR's on modern cop cars, it's just another way for them to 'police'.
in ca you have to have both and i remember working at a chev dealer and a lot of corvette owners hated to have a front plate so they would run it over and then stick it under the front seat and if pulled over say "oh, it just fell off and i'll put it back on when i get home" ha...then we moved to missouri and georgia and didn't have to have front plates, then now in virginia we do...in georgia people mostly use a uga or gt plate for the front.
