I believe the vast majority of refineries in the Houston area are well over the 100kbd capactity and some over the 400kbd level. He should have plenty to look into. Something to keep in mind is that many of the refineries are shifting their work load from employees to contractors so he might want to look into some of the major contractor companies also.

Well if you are going to work at shell (I assume shell-Deer Park), you will want to look into Clear Lake or Baytown. Both Communities are decent commutes with less traffic. Both communities offer nearby shopping (Clear Lake more than Baytown). Budget wise Baytown is better. Appearance wise, Clear Lake is better. You may also want to look into Deer Park (Across the freeway from Shell), but it isn't really a convenient place to live (Commutes to shopping areas aren't as good).

Places like Sugar Land or the NE side will have long commutes with large amounts of traffic and require toll road usage. THough they are both great places to live with many perks similar to CLear Lake and Baytown, the commute may be too long for you.

In the beginning you mentioned something about a good arial view, try wikimapia.org , search one of the communities above and explore the map. Allot of businesses, apartment complexes, and neighborhoods are clearly labeled by local residents.
