This is a classic example of governmental regulations responding to the economic laws of Supply and Demand. The industry being regulated (smog check stations) has a concentrated voice and hence demand excess regulations that line their pockets with money from smog checks, which in turn go to bribe the votes of politicians via campaign contributions.
