No it doesn’t “force” treatment. You’ve had it explained to you several times with links to the source data ... can you read your own headline link?
“... to Help the Chronically Homeless with Severe Mental Health & Substance Use Disorders“
... key word being “Help” as opposed to your “force”. You can’t force treatment, although in certain select cases you can force short term confinement.

Conservatorship is a good tool. It will certainly affect some cases. But it will not execute your vision of forced treatment and confinement on any scale as you are demanding is necessary to clear the streets. Not even close.

It's a great idea, unfortunately only one of us seems to understands what a conservatorship can and can't do, but if you can get up to speed on it and realize it is not a one way ticket to a mental hospital maybe we can discuss this?

PS the article you linked in the SF Examiner is about the same bill that you have been talking about SB1045 dur....

“San Francisco is home to a quarter of the Bay Area's homeless population. Many of the people suffer from mental illness and drug addiction. Now the state is considering a plan that lets cities take custody of those people so that counties can make decisions for them.“
