Yeah. The real question should be: why is there a lack of employers in LA willing to pay competitive wages?

As I said it is all about rejecting qualified candidates, because of HR pre-screening. When HR rejects the only candidate that has all the high-end rare skillset, because microsoft word is not listed as a skill... Or false skill requirements listed, because one HR person assumed that skill X is probably related to this job, when it is not. Another HR person rejects everyone who does not stress X on the resume or phone screening. One person in HR writes the job posting, another reads the job posting as a holly text and try to match candidates to it.
In some rare cases even the engineering manager does not understand what skills are really required to be able to do the work. Looking for minimum years (even if some talented guy can do more after half that many years), or ivy league degree. The employer company is at fault.
