I agree. The buildings are only obligated to fulfill 1) that the correct number of units fit into the approved AMIs for the building to get their tax benefits, and 2) that the correct number of preference units are given to applicants that fit the various preference groups. I don't think they're under any requirement to evenly distribute perf people in each AMI.
A little late but I added my info to the spreadsheet. I'm 16xxx with CB Preference but I am turning down the apartment, still following along though. I will definitely inform when I receive the email and deny just to give everyone a heads up if they have reached 16k+ on the CB preference.
