Both of those locations are very good, and also NOT on T level or M level. The one in 15 Oval happens to face the busy basketball court, however.
Also, both of them are one-bedrooms with the extra walls installed to divide the living room in two.
I wish the prices were lower.

My friend lives on M and it's not bad at all. He does have a great location not facing anything busy or noisy, and it's not that easy to see into his place from outside.
But even $3,100 for a 1 bed is not all that great unless you're paying alot more.

You are right in that living on M level can be quite pleasant, as your friend's experience shows. The drawback is that sometimes the M-level apartment is right next to the entrance that has the stoop and, thus, on the ground floor. But if the apartment happens to be on the other side of the building, it's actually up one flight. So your friend is lucky in that he is apparently not on the side with the door.
That's why the 3D tours are so helpful. You can go up to the windows and look out, and see if you would be on the ground floor or not.

I have friends moving in August. They didn't get the 4th of July deal, but they got a 2bdr for less than 4k. The process took a very long time. They applied at the beginning of May and are moving in August. But I am beyond happy for them.
I'm happy for your friends. They are getting a good deal. I'm surprised the process took so long. I kind of pictured it moving faster than that, especially for the units that are marked as available now. But I guess there's a lot of paperwork and documentation, same as for any lottery.
