No. It's a pothole in the economy. Things just need to be spun up again (lots of money pumped in.)
I'm dealing with things as they sit now. In a country were everyone has cars and the government is highly decentralized, keeping people from traveling, especially when they're in panic mode, it essentially going to be impossible.
And, yes, the economy could be kept going through the die off, especially if the die off is mostly effecting retirees. Most of the workers will get sick and recover. Whatever else is going on, people need to feed themselves and pay their bills.

The problem with looking at new infections is that it requires people to be tested, and having enough testing capacity. The number can have a huge false upwards rate. Being blunt, it's much easier and more accurate to count the bodies. But, yes, it's a trailing indicator.

When you're in the position that he's in, and faced with a situation as intractable as this one is, saying, "Yeah, we're screwed" is not really an option. So he's latching on to what possible solutions the medical people give him, not matter how unlikely they are to work, and how negative the consequences, and running with them. This at least gives him the appearance of doing something about the situation, even if it's ineffective. And the people who are causing him problems (Trump, Bla, an uncooperative citizenry, etc.) just give him cover when it all comes crashing down.
