That is a crazy appeal process. You should, at least, be able to appeal a fine to the board. That board must sit on Mt. Olympus. Ready to throw thunderbolts at their whim, lol. In any legal situation with any HOA, you better have all your ducks in a row.

Oh good lord......amazing ( or not so surprising). I've always stood behind having some rules and structure to preserve the integrity of the community, but terms should be limited. Where my home is, the board has become generational. Like a dynasty..they should limit terms.
