That would be slightly more than half the states in the US that you would consider "decent" and "modern," FYI.
This characterization may be an over statement, however it IS hard to comprehend how modern educators could possibly think this pathetic episode would solve ANY problem that exists with the mother or the child. It is completely misguided and primitive at the very least.
Exactly what kind of community service would you give a 5 year old?
LOTS of different things. Dusting bookshelves in the school library. Cleaning windows. Packaging plastic utensils for a soup kitchen. Helping to empty wastebaskets in the school. Raking leaves. Pulling weeds. Maybe some of it would be busy work, but that's fine.
Didn't you have some innocuous chores as a 5 year old? I sure as heck did.

Exactly. The kid clearly does not have a rosy home life. He appears to have major aggression issues, and probably emotional ones too. So the school puts him through something like this and expects such issues to improve?
Ugh. So simple-minded and ridiculous.
Thank God I live in a state where something this primitive and absurd is illegal. Maybe the other states will learn eventually.

Perhaps she was wondering who would care for the child if she was jailed. Clearly, her parenting is sorely lacking, but that isn't the fault of the child. Corporal punishment has no place in public (or any IMO) school.
To me it doesn't matter what the mother did or didn't do. Paddling in schools is abhorrent and it's fascinating to me that in the year 2016, people are still defending it. (Seriously. Not being snarky. It really is amazing to me.)
Replace "fascinating" with "disgusting," and me too.

It doesn't. It teaches them that hitting is okay if you're big enough or don't get caught.
